TUESDAY, November 26, 2002 <br /> local residents are opposed to the construction of the proposed Virginia Museum of Natural History inthe <br /> City. <br /> <br /> Mr. Ward Armstrong, Virginia Delegate, informed Council that his previous legislative assistant, <br /> Jessie Weston, resigned from her post to return home to care for an ill family member. Therefore, he <br /> introduced Ms. Anna McClain as the new legislative assistant. Delegate Armstrong attributed three factors <br /> to Virginia's budget crisis including the recession, mismanagement of the Virginia Department of <br /> Transportation agency, and the car tax relief. Delegate Armstrong encouraged the City to do its best, as he <br /> believes Virginia should focus its efforts on education. Delegate Armstrong assured Council that he will <br /> represent the interests of the City to the best of his ability. <br /> <br /> Mr. Robert Hurt, Virginia Delegate, voiced appreciation for the input given by the City, especially <br /> that of the Constitutional Officers. He said he will work with the City's interests in mind. <br /> <br /> Mr. Danny Marshall, Virginia Delegate, said he believes the State should examine core services such <br /> as education, public safety, and mental health in dealing with budget problems. <br /> <br /> Mayor Teague stated he doesn't think it makes any sense to continue the car tax relief at the State <br /> level. Council Member Fen'ill asked the legislators in attendance if there is any legal recourse for the car tax <br /> relief continuation. Senator Reynolds stated that is up to the votes in Richmond. Council Member Roop <br /> asked if the restructuring of the Virginia Department of Transportation is satisfactory. Delegate Armstrong <br /> said "Yes, somewhat" but emphasized that more work is needed. All Council Members expressed sincere <br /> appreciation to the legislators for listening to the City's position. Council moved upon motion duly <br /> <br /> seconded, with all members voting: Vote 5-0; Yeas (5)- Teague, Roop, Cobbe, Dallas, and Ferrill; Nays (0)- <br />? None, to adopt the City's legislative statements as aforementioned. <br /> <br />107 i: <br /> <br /> Council considered adoption of revisions to the City's FY 03 budget, to offset recent State budget <br />restrictions. City Manager Reynolds explained that he has been working with City Constitutional Officers to <br />deal with such deficits. <br /> <br /> <br />
