115 <br />December 10, 2002 <br /> <br />Council recognized Keith C. Nichols, MD, for his service to the community as <br /> <br />Operational Medical Director since 1990. Clarence Monday, Assistant Fire Chief, and <br /> <br />Kristopher Shrader, EMS Coordinator, presented Dr. Nichols with a plaque on behalf of <br /> <br />the Fire Department. Vice Mayor Roop moved to adopt the following Resolution; the <br /> <br />motion was duly seconded and carried by the following vote, with all members voting: <br /> <br />Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None: <br /> <br />WHEREAS, Keith C. Nichols, M.D., a board certified physician <br />practicing emergency medicine at Memorial Hospital of Martinsville- <br />Henry County, retired as the Operational Medical Director for the <br />three local Emergency Medical Service (EMS) agencies operating <br />within the City of Martinsville; and <br />WHEREAS, The Virginia Office of EMS requires that every licensed <br />agency operating within the Commonwealth of Virginia have a <br />formally recognized physician who is responsible for providing <br />medical direction, oversight and quality improvement within an EMS <br />agency; and <br />WHEREAS, Dr. Nichols served in this capacity since 1989, a <br />thirteen-year term, during which time his services were required <br />numerous hours each week, whether night or day, as called upon; <br />and <br />WHEREAS, he was instrumental in establishing innovative <br />programs for improving local, regional and statewide pre-hospital <br />patient care and demonstrated high ideals in his profession and <br />instilled strong ethical values in the pre-hospital providers he led; <br />and <br />WHEREAS, for over thirteen-years, Dr. Nichols has earned the <br />respect and admiration of the members of the pre-hospital <br />community, not only for his great achievements, but also for his <br />dignity, wisdom and professionalism. Most importantly his <br />friendship will always be treasured; and <br />WHEREAS, Dr. Nichols, realizing the need for free public health <br />care, envisioned and established the Family Life Services Clinic in <br />1999, located within the City of Martinsville, which has served <br />thousands of individuals in the Martinsville-Henry County area <br />since its inception, who on their own, could not afford the high costs <br />of health care; now, therefore <br />BE IT RESOLVED by the Council of the City of Martinsville, <br />Virginia, in regular session assembled December 10, 2002, that <br />Keith C. Nichols, M.D., is hereby commended for his dedication and <br /> <br /> <br />
