?6 <br /> <br />September 10, 2002 <br /> <br /> Mayor Teague presented the following proclamations: Always Remember 9-11 <br />Day; Race Equality Week, September 23-27, 2002; and National Family Day, fourth <br />Monday in September, 2002. <br /> <br /> Council considered a presentation concerning the summer youth employment <br />program administered by the City Schools. Dr. Ira Trollinger, Superintendent, and <br />Christy Spencer, Career Development Coordinator, highlighted the ten required <br />elements of the program and how the school system is complying with them. Their <br />partners include Patrick Henry Community College, Piedmont Community Services, Big <br />Brothers/Big Sisters, For the Children, People's Choice Beauty Academy, and Juvenile <br /> <br />Justice Services. Twenty-five applied for summer employment, ten met the <br />requirements, and eight actually worked. By general consensus and no vote taken, <br /> <br />Council agreed to add requests of additional funding for summer youth employment and <br />a change in legislation to allow for more participation in the summer youth employment <br />program to their next legislative package. <br /> <br /> Council considered conducting a Public Hearing and adopting an Ordinance on a <br />request by the City of Martinsville to rezone six lots known as 119-123 and 125 Maple <br />Street, Tax Map ID 33(03)0/08, 09 and 33(03)P/10, 11, 12, 13, from M-2 Industrial to R- <br />6 Residential. George Hayfield, Associate Planner, stated that the staff analysis <br />showed (1) a history of residential use, (2) the structures were built for residential use, <br />and (3) the proposed land use map designates residential. The Planning Commission, <br />following a Public Hearing on August 22, 2002, recommended denial of the request. <br />Mayor Teague declared the Public Hearing open.
