November 12, 2002 Enclosure # I ' o_ <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, was held on November 12, 2002, in Council Chamber of the Municipal <br />Building, beginning at 7:34 P. M., with Mayor Gene Teague presiding. Council <br />Members present included: M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and <br />Council Members Joseph R. Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. <br /> <br /> Following the invocation by Council Member Dallas and the Pledge to the <br />American Flag, Mayor Teague welcomed everyone to the meeting. <br /> <br /> Council Member Ferrill moved to approve the minutes of the October 8, 2002, <br /> meeting as presented; the motion was duly seconded and carried by the following vote, <br /> with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; <br /> Nays (0) - None. <br /> <br /> Council considered a presentation by Rob Tolbut, President of the Martinsville <br /> Education Association, regarding the Virginia Education Association's Brighter Futures <br /> campaign. He highlighted the program, specifically citing teachers' salaries as <br /> compared to per capita incomes. <br /> <br /> Council considered adoption of a Resolution in support of Rockingham County's <br /> highway priorities of inclusion in the Transportation Improvement Program of the State <br /> of North Carolina. Tom Robinson, Rockingham County Manager, presented a brief <br /> rationale. Vice Mayor Roop moved to adopt the following Resolution; the motion was <br /> duly seconded and carried by the following vote, with all members voting: Vote 5 - 0; <br /> Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None: <br /> <br /> WHEREAS, the primary concerns of City of Martinsville officials <br /> regarding transportation are first, the safety of our citizens using <br /> state and federal highways, and; second, the adequacy of the <br /> roads which connect local areas to each other and to the Piedmont <br /> <br />96 <br /> <br /> <br />
