TUESDAY, November 26, 2002 108 Commonwealth Attomey Ziglar discussed a proposal from her office to offset the shortfall. Ms. Ziglar proposed City reductions to her office totaling $20,254. Of the recommendations, most were affecting salaries while other proposals were offered for reductions in postal services and travel. Commissioner of Revenue Krauss proposed a plan for $9,609 for her office. Her proposal included increasing one revenue account and decreasing the expenditure for part-time employee salaries and associated personnel costs. Mr. Ashby Pritchett, Cimuit Court Clerk, recommended a proposal totaling $24,404 of which increased four revenue accounts. If two of the proposals are approved, two Ordinances will need to be adopted to allow the Circuit Court Clerk to collect fees for document reproduction, court records management, and remote access fees. Ms. Pat Conrad, Treasurer, proposed a $9,434 package that increased two revenue lines. Council discussed the proposals. Council Member Cobbe asked the general question, "What would have happened if state budget reductions would not have been announced, since more than half of the constitutional officers' proposals were offset by increasing revenues?" Council Member Cobbe also stated that Council will have to find ways to increase its revenues. Vice-Mayor Roop expressed his concern about using revenue increases to offset expenditures when normal, excess revenues are realized by the City anyway. Furthermore, Vice-Mayor Roop said the City will be forced to cut some services in December when revenues may be even less. Council Member Cobbe stated he believes the efforts by City Constitutional Officers are in good faith, but serious cuts will have to be made in the next six months. Following discussion as outlined, Council moved upon motion duly seconded, with all members voting: Vote 5-0; Yeas (5)- Teague, Roop, Cobbe, Dallas, and Ferrill; Nays (0)- None, to: 1. Approve the proposal of the City Commonwealth Attorney's Office and adopt the two Ordinances for the Circuit Court Clerk's proposal, as below. 2. Table action on reductions of the Commissioner of Revenue, Circuit Court Clerk, and Treasurer, pending a follow-up meeting with the City Manager and each of the listed Constitutional Officers for alternative budget reduction proposals.
