Enclosure Cf I - o., <br /> October 9-10, 2002 <br /> <br /> On October 9 and 10, 2002, the Martinsville City Council held its annual Strategic <br />Planning event in the Board Room of the West Piedmont Business Development Center <br />in Uptown Martinsville. The event began at 9:00 A.M. on October 9 with Mayor Gene <br />Teague presiding. Also present were Vice Mayor Terry Roop and Council Members <br />Bruce Dallas, Ron Ferrill, and Joe Cobbe. Staff present was City Manager Earl B. <br />Reynolds, Jr., Wade Bartlett, Director of Finance and General Services, and Tom <br />Harned, Director of Economic Development. Guest presenters were Mr. Lewis <br />Whitfield, Development Officer for M&F Bank of Tupelo, Mississippi and Messer's. <br />Robert Huff and David Hughes of the City's Auditing Firm, Robinson, Farmer, Cox. The <br />two-day event was facilitated by David R. Blackman. <br /> <br /><)2 <br /> <br /> The two-day event was divided up into three planning sessions as follows: <br /> <br /> 1. Review of City financial audit and discussions regarding City financial policies; <br /> <br /> 2. Presentation of an economic development model created by the City of Tupelo, <br /> Mississippi; and <br /> <br /> 3. Development of strategies for the City for the coming year. <br /> <br />Outcomes of the two-day planning event were captured in the following Council Goal <br />Statements: <br /> <br /> 1. The City should strive to increase its fund balance from two percent to six <br /> percent over a period of four years or by the end of the fiscal year 2004; <br /> <br /> 2. The City will commit to a consistent process of strategic planning; <br /> <br /> 3. The City will continue to develop the economic base of the City; <br /> <br /> <br />
