November 5.2002 <br /> <br /> STATUS REPORT <br /> <br />ACADEMY PLACE NEIGHBORHOOD PROJECT <br /> (AKA R.P. THOMAS) <br /> <br />Housing Rehabilitation <br /> <br />There have been eight (8) applications submitted for assistance in performing repairs on <br />residences in the Westside neighborhood, since the beginning of the project in November <br />2001. Thus far, they have been primarily owner - occupied residences, with the <br />exception of one (1) investor -owned. Ten (10) write - ups have been completed on <br />properties in this area. Presently, three (3) substantial reconstruction projects have been <br />completed, while four (4) other rahab jobs are awaiting construction to commence. Our <br />contracted goals of twenty - six (26) rehabbed residential units, and two (2) substantially <br />reconstructed units are well underway (see attached staff report). <br /> <br />New Housing Development <br /> <br />The process to construct twenty - three (23) new owner - occupied residences has begun <br />in earnest, with our first homebuyers meeting on March 5, 2002(Thus far, three (3) of the <br />lots have been reserved for new homes). This was followed up with two focus group <br />meetings to formulate the housing style and types to be built within the new <br />development. <br /> <br />Infrastructure Upgrade <br /> <br />The actual letting of the contract for excavation of the new development site should begin <br />by December of this year. An extension of"A" Street, between First and Second Streets, <br />complete with curb and guttering, will be constructed. This new street will be the <br />centerpiece of the 23 - lot development. The delays in moving forward with the actual <br />excavation of this site has been the need to obtain easements and right - of- ways and a <br />revised grading plan. <br /> <br />Additional street construction is to be performed on First Street, with the construction of <br />two tumarounds at the intersection of the 400 and 500 blocks. <br /> <br /> <br />
