HENRY COUNTY PUBLIC SERVICE AUTHORITY <br /> AND <br /> CITY OF MARTINSVILLE <br />SEWER INFRASTRUCTURE IMPROVEMENT PROJECT <br /> <br />MEMORANDUM OF UNDERSTANDING <br /> <br />JANUARY'25, 2002 <br /> <br />On the date noted above, Sidney A. Clower, General Manager of the Henry County <br />Public Service Authority (PSA), Earl B. Reynolds, Jr., Martinsville City Manager, <br />and their respective staffs met to discuss what has become known as the Henry <br />County-Martinsville City Sewer Infrastructure Improvement Project. At the <br />conclusion of the meeting, the parties whose signatures are affixed below had <br />agreed in principle as follows: <br /> <br />PROJECT ACTION PLAN: <br /> <br />1. Divert all Henry County Public Service Authority wastewater flow to the <br /> City's plant by converting the Koehler and Lower Smith River (LSR) <br /> wastewater treatment facilities to pumping and retention facilities. A <br /> force main would be constructed at the LSR facility as a part of this <br /> conversion; <br />2. Renovate the City's wastewater treatment facility to accommodate the <br /> increased flow. <br /> <br />PROJECT TIMETABLE: <br /> <br />1. Koehler facility conversion by August 2002; <br />2. Lower Smith River facility conversion and construction of force main by <br /> September 2002; <br />3. Renovations to the City facilities will be completed in concert with the <br /> Koehler facility conversion. <br /> <br />PROJECT FINANCING: <br /> <br />1. Federal Grant: Under Congress's FY2001 Special Appropriations Act, <br /> $1,935,700.00 was appropriated for the "Henry County/City of <br /> Martinsville water and sewer infrastructure improvements project". The <br /> grant plus the required local match will provide $3,519,455 towards the <br /> total project cost, which is estimated to be $5.1 million dollars. <br />2. Local Match: The City of Martinsville, under the current Henry County <br /> PSA-Martinsville Sewer Agreement, is entitled to a capacity buy-in fee of <br /> <br /> <br />
