87 <br />October 8, 2002 Enclosure #...J--- <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, was held on October 8, 2002, in Council Chamber of the Municipal Building, <br />beginning at 7:34 P. M., with Vice Mayor Terry Roop presiding. Council Members <br />present included: M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council <br />Members Joseph R. Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. <br /> <br /> Following the invocation and the Pledge to the American Flag, Vice Mayor Roop <br />welcomed everyone to the meeting. <br /> <br /> Council Member Dallas moved to approve the minutes of the September 24, <br /> 2002, meeting as amended; the motion was duly seconded and carried by the following <br /> vote, with all members present voting: Vote 4 - 0; Yeas (4) - Cobbe, Dallas, Ferrill, <br /> Roop; Nays (0) - None. <br /> <br /> Mayor Teague assumed the chair at 7:36 P. M. <br /> <br /> Council recognized the following citizens who served on various Boards and <br /> Commissions: Joseph D. Higgins, Drug Task Force of Martinsville & Henry County, <br /> 1994-2002; Raymond A. Dietz, Piedmont Regional Community Services Board, 1992- <br /> 2002; Bernie F.
