Martinsville <br /> <br />Enclosure #.,, <br /> <br />September 9, 2002 <br /> <br />The Honorable Mayor and City Council <br />City of Martinsville <br />Martinsville, Virginia <br /> <br />Council Members, <br /> <br />The Planning Commission, at a meeting on August 22, 2002, conducted a public <br />hearing on a request from Troy L. Rakes to rezone tax map parcels 52 (2) 00/14 <br />and 52 (2) 00/15 from R-9 Residential to C-1 Commercial. The physical addresses are <br />602 & 604 Rives Road. <br /> <br />Staff recommendation and Commission majority opinion is that rezoning of these <br />properties could be considered as spot zoning. Additionally rezoning these two <br />properties to C-1 Commercial allows a number of uses that will not be compatible <br />with the surrounding residential properties. <br /> <br />The Commission determined that this rezoning should be denied as presented. The <br />Commission in it's continuing work on revision of the city zoning ordinance, shall <br />consider amendment of the R-6, R-9, and RP-1 zoning districts to allow certain personal <br />service uses by special use permit. Amendment approved, the Rakes beauty salon <br />proposal on Rives Road may be considered for approval by special use permit. <br /> <br />On September 3, 2002~ following the staff report and discussion by the Commission, <br />the Commission vote ~/s 4-1with one (1) abstention to recommend to City Council that <br />the rezoning amendment be denied as proposed.
