Following discussion of the proposed amendments, in which no opposition was expressed, the Planning Commission voted unanimously to recommend to City Council that the Zoning Ordinance be amended as proposed. Council moved upon motion duly seconded, with all members voting: Vote 5-0; Yeas (5)- Teague, Roop, Cobbe, Dallas, and Ferrill; Nays (0)- None, to set a Public Hearing for August 13, 2002, to consider the Planning Commission's proposal. 57 Mayor Teague stated that he will sign a Resolution, as Henry County did, for CONTACT. The Resolution will proclaim the year 2002 as CONTACT's 30a' anniversary, and thus commending their contributions to the community. Mayor Teague urged all members of the community to support CONTACT as a public service agency. Mayor Teague further stated that Council's Neighborhood Town Meeting Schedule for the future is now available. Mayor Teague encouraged comments from other Council Members. Vice-Mayor Roop, who serves on the VML Transportation Committee, mentioned that a study of highway construction and maintenance conducted last-year, may have an impact on some City streets. Specifically, funding for such projects may diminish. He asked that Council be aware of this issue, as some components of the study take effect in 2004, such as the funding formula in which is proposed to be based on the number of registered vehicles. Vice-Mayor Roop said he has received numerous complaints from City residents about the excessive deer population. Deer are destroying plants and gardens, and citizens expect Council to help with these property issues and potential safety factors of deer/vehicle accidents. Conncil Member Ferrill said he has heard other voices of concern for the same issues. Mayor Teague suggested looking at other localities to see how similar complaints have been handled. After discussion by Council, the City Manager was asked to discuss the issue with the Police Chief, seek input from the community, and speak with neighboring localities to gather data for future action to resolve the problem.
