Enclosure # I- <br /> May 21,2002 <br /> <br /> A work session meeting to review the Fiscal Year 2002-2003 Proposed Budget of <br />the Council of the City of Martinsville, Virginia, was held on May 21, 2002, in Council <br />Chamber of the Municipal Building, beginning at 12:13 P. M., with Mayor Mark Crabtree <br />presiding. Council Members present included: Mark A. Crabtree, Mayor; M. Gene <br />Teague, Vice Mayor; and Council Members Bruce H. T. Dallas, J. Ronald FerriII, and <br />Terry L. Roop. <br /> <br /> Ercell Cowan, Registrar, presented her office's budget request. <br /> <br /> Ruth Krauss, Commissioner of the Revenue, presented her office's budget <br />request. She highlighted improvements made since January, including actual business <br />licenses and picture identification cards for peddlers. The positions of assistant <br />assessor, meals tax clerk, and real estate clerk are fully locally-funded. <br /> <br /> Pat Conrad, Treasurer, presented her office's budget request. Regarding <br />accepting Sprint payments, approximately 700 did so in July 2001, and approximately <br />1,200 are doing so currently. Council discussed delinquent personal property and real <br />estates taxes. <br /> <br /> Tom Harned, Economic Development Director, presented his department's <br />budget request. <br /> <br /> Steve Draper, Sheriff, presented his department's budget request. He has four <br />positions that are fully locally-funded, four partially locally-funded, and four receiving <br />local stipends. He announced that National Night Out will be held on August 7, 2002. <br /> <br /> Curtis Nolen, Anchor Commission Director, presented his agency's budget <br /> request. He discussed major State funding reductions and subsequent actions. His <br /> agency has completely moved to Market Street, and FOCUS is on Cleveland Avenue. <br /> <br /> <br />
