Enclosure # )- <br /> May 20, 2002 <br /> <br /> A work session meeting to review the Fiscal Year 2002-2003 Proposed Budget of <br />the Council of the City of Martinsville, Virginia, was held on May 20, 2002, in Council <br />Chamber of the Municipal Building, beginning at 6:10 P. M., with Mayor Mark Crabtree <br />presiding. Council Members present included: Mark A. Crabtree, Mayor; M. Gene <br />Teague, Vice Mayor; and Council Members Bruce H. T. Dallas, J. Ronald Ferrill, and <br />Terry L. Roop. <br /> <br /> Ira Trollinger, School Superintendent, presented the system's budget request. <br />He stated that the school system would receive additional funds from the State due to a <br />decrease in the composite index. He highlighted cost-saving measures implemented <br />and redirected funds for personnel. Joseph Finley and Lynn Ward, School Board <br />Members, were in attendance. Council requested the impact of a cigarette tax and a <br />review of other localities with such a tax. <br /> <br /> Hal Hubener, Director of the Blue Ridge Regional Library, presented his agency's <br />budget request. He is expecting an eight percent decrease in State funding. His cuts <br />are exclusively in materials. <br /> <br /> Joyce Grogan, Director of the Henry-Martinsville Social Services, presented her <br />department's budget request. She is requesting three new eligibility worker positions on <br />a restricted basis, evaluated at the end of the budget year. Mayor Crabtree presented <br />Mrs. Grogan with a proclamation declaring May 2002 as "Foster Care Month." <br /> <br />Joan Ziglar, Commonwealth's Attorney, presented her office's budget request. <br />Wes Ashley, E-911 Communications Director, presented his department's budget <br />request. He stated that the ratio funding would be 29 percent City and 71 percent <br />County [of Henry]. <br /> <br /> <br />
