Enclosure <br /> <br />Martinsville <br /> <br />May 23, 2002 <br /> <br />The Honorable Mayor and City Council <br />City of Martinsvllle <br />Martinsville, Virginia <br /> <br />Council Members, <br /> <br />The Planning Corranission, at it's reg~,lar meeting on May 23, 2003, conducted a public hearing <br />on a request from city staff to amend Zoning Ordinance Section XII, District Regulations- <br />Commercial G-I, C-IA, C-2, C--3 Districts. The proposed amendments place uses allowed by <br />right and uses allowed by special use permit along side each other in their respective <br />commercial zoning district sections of the ordinance. Tltis places all uses that are allowed in a <br />commercial zoning district in one location. <br /> <br />In addition several outdated terms were removed and replaced by current planning <br />terminology and other terms changed for ease of understanding. For example the use <br />blueprinting and photostating now falls under copying and reproduction services. <br />Telephone exchange as a use allowed is replaced and expanded to communications, <br />telephone, and internet sales and service. Paint retail stores as a use allowed is replaced and <br />expanded to home improvement and hardware stores. <br /> <br />There were several more substantive changes proposed. In the C-1 District, restrictions on <br />interior design establishments are removed. Also in the C-1 District, restrictions on catering <br />services operations are removed. In the G-3 District wholesale food processing is removed as a <br />use allowed by right and becomes use allowed by special use permit. Again as in the previous <br />amendment to the ordinance, uses allowed by special use permit are moved from Section Vlll <br />Special Use Precedttres to the applicable zoning distxict section, in th/s case C-I, C-IA, C-2, C- <br />3 zoning district sections. <br /> <br />Following discussion of the proposed amendments, the Planning Commission voted <br />(5--0) to recommend to City Council that the Zoning Ordinance be amended as proposed (see <br />attachment).
