Enclosure <br /> <br />May 24, 2002 <br /> <br />Martinsville <br /> <br />The Honorable Mayor and City Council <br />City of Martinsville <br />Martinsville, Virginia -- <br /> <br />Dear Council Members: <br /> <br />The Planning Commission, at its meeting of May 23, 2002, conducted a duly advertised Public Hearing <br />on a request by the Martinsville Redevelopment and Housing Authority. This petition was to rezone <br />5.531 acres located on the east side of Rives Road, specifically identified as 925 Rives Road and on the <br />Tax Map of the City of Martinsville as 53(4)1, from R-9 Residential to C-1 Commercial; and to amend <br />the proposed Land Use Plan of the Comprehensive Plan from Industrial to Commercial. <br /> <br />At the Public Hearing, it was noted the area proposed for rezoning is a paved parking lot formerly used by <br />W. M. Bassett Furniture. Approximately 2.5 acres of the northern side of this property is proposed to be <br />sold to a developer for construction of a spa. A C-1 Commercial zoning classification is necessary to <br />allow such land use. A narrow strip on the northern edge of this 2.5 acres is proposed to be sold to an <br />adjoining residential property owner and would remain as R-9 Residential. The 5.531 acres is surrounded <br />by R-9 and R-16 Residential, and M-2 Industrial zoning classifications. This parcel is shown as <br />Industrial on the Proposed Land Use Map of the Comprehensive Plan, and should be re-designated as <br />Commercial to parallel the proposed rezoning. There was no adverse response to this petition. <br /> <br />In order to assure compliance with Virginia Code 15.2-2200, it is stated that the public purpose for which <br />these Resolutions are initiated is to promote the public health, safety or general welfare of its citizens and <br />to plan for the future development of the community. <br /> <br />Following evidence heard at the public hearing, the Planning Commission voted (5-0) to recommend to <br />City Council the area proposed be rezoned to C-1 Commercial and the Proposed Land Use Map of the <br />Comprehensive Plan be changed accordingly to Commercial.
