April 23, 2002 <br /> <br />help. Council Member Ferrill moved to adopt the attached Resolution (Attachment A); <br />the motion was duly seconded and carried by the following vote, with all members <br />voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> Wayne D. P. Knox, Planning, Zoning, & Housing Manager, presented a quarterly <br />report on the status of the City's housing programs. Thelma Pinkard, a former City <br />resident, spoke regarding the delay in street paving and curb and gutter installation. <br /> Council considered authorizing the City Manager to execute an Agreement with <br /> the Virginia Department of Social Services (VDSS) regarding local government <br /> expenditures in support of federal programs administered by VDSS. City Manager <br /> Reynolds highlighted the Agreement as discussed in a work session of April 18, 2002. <br /> Council Member Roop moved to authorize the City Manager to execute such <br /> Agreement; the motion was duly seconded and carried by the following vote, with all <br /> members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Ferrill, Roop, Teague; Nays <br /> (0) - None. <br /> Council considered business from the floor. Matthew Hankins, Public Information <br /> Officer, presented a calendar of events for the next several weeks. John Sanders, of <br /> 308 Starling Avenue, spoke regarding economic development and the public <br /> announcement of Closed Session business. <br /> <br /> Council Member Dallas moved to adopt the following Consent Agenda items; the <br /> motion was duly seconded and carried by the following vote, with all members voting: <br /> Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Ferrill, Roop, Teague; Nays (0) - None: <br /> <br /> A.
