April 23, 2002 <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, was held on April 23, 2002, in Council Chamber of the Municipal Building, <br />beginning at 7:30 P. M., with Mayor Mark Crabtree presiding. Council Members present <br />included: Mark A. Crabtree, Mayor; M. Gene Teague, Vice Mayor; and Council <br />Members Bruce H. T. Dallas, J. Ronald Ferrill, and Terry L. Roop. <br /> <br /> Following the invocation by Council Member Roop and the Pledge of Allegiance, <br /> Mayor Crabtree welcomed everyone to the meeting. <br /> <br /> Council considered approval of the minutes of the April 3, 2002, and April 9, <br /> 2002, meetings, as presented; the motion was duly seconded and carried by the <br /> following vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Ferrill, <br /> Roop, Teague; Nays (0) - None. <br /> <br /> Mayor Crabtree presented a proclamation to David Reeves denoting May 12-18, <br /> 2002, as "Business Appreciation Week." Mr. Reeves highlighted the week's activities. <br /> <br /> Mayor Crabtree announced that the Greensboro News & Record recently <br /> covered the "Dinos on Parade" project. He presented a framed print article to Leon <br /> Towarnicki, Director of Public Works. <br /> <br /> Mayor Crabtree presented a proclamation denoting May 5-11, 2002, as "Public <br /> Employee Recognition Week." <br /> <br /> Council considered adoption, on first reading, of Ordinance No. 2002-2 adding <br /> Section 1-16 Special Assessment for funding of courthouse security personnel as part <br /> of costs in criminal and traffic cases to Chapter 1 of the City Code. Earl B. Reynolds, <br /> Jr., City Manager, stated that Senate Bill 693 allows for the additional assessments, <br /> which will produce approximately $10,000-20,000 in revenue and must be solely used <br /> <br /> <br />
