March 7, 2002 <br /> <br /> A work session meeting of the Council of the City of Martinsville, Virginia, was <br />held on March 7, 2002, in the Administrative Conference Room of the Municipal <br />Building, beginning at 10:00 A. M., with Mayor Mark Crabtree presiding, to discuss <br />proposed rezoning of professional districts and the intersection of Rives Road and <br />Mulberry Road. Council Members present included: Mark A. Crabtree, Mayor; M. <br />Gene Teague, Vice Mayor; and Council Members J. Ronald Ferrill and Terry L. Roop. <br />Council Member Bruce H. T. Dallas was absent due to illness. <br /> <br /> Wayne D. P. Knox, Planning, Zoning, & Housing Manager, made a presentation <br />regarding the proposed amendments to the Zoning Ordinance, Section XI, Professional <br />Districts. The purposes are to remove language inconsistent with current legal zoning <br />requirements and to create an ordinance which is up-to-date, clear, understandable, <br />and user-friendly. Council discussed the landscaping proposal, primarily on Starling <br />Avenue. They discussed, also, that when a property use or ownership changes, <br />Council should have the opportunity to review the zoning. By general consensus, with <br />no vote taken, Council decided to bring forward the housekeeping issues now and send <br />the detailed issues to the Planning Commission for further review. <br /> <br /> Leon Towarnicki, Director of Public Works, presented a historical review of the <br />Rives Road and Mulberry Road intersection. Approximately 6,000 vehicles pass <br />through this intersection daily, with approximately one percent being eighteen-wheel <br />truck traffic. Following a 1994 study, a traffic light has been installed at the intersection <br />and another traffic light will be installed at the intersection of Jefferson Circle, Spruce <br />Street, Mulberry Road, and Jefferson Street, within the next two months.
