March 7, 2002

A work session meeting of the Council of the City of Martinsville, Virginia, was
held on March 7, 2002, in the Administrative Conference Room of the Municipal
Building, beginning at 10:00 A. M., with Mayor Mark Crabtree presiding, to discuss
proposed rezoning of professional districts and the intersection of Rives Road and
Mulberry Road. Council Members present included: Mark A. Crabtree, Mayor; M.
Gene Teague, Vice Mayor; and Council Members J. Ronald Ferrill and Terry L. Roop.
Council Member Bruce H. T. Dallas was absent due to illness.

Wayne D. P. Knox, Planning, Zoning, & Housing Manager, made a presentation
regarding the proposed amendments to the Zoning Ordinance, Section XI, Professional
Districts. The purposes are to remove language inconsistent with current legal zoning
requirements and to create an ordinance which is up-to-date, clear, understandable,
and user-friendly. Council discussed the landscaping proposal, primarily on Starling
Avenue. They discussed, also, that when a property use or ownership changes,
Council should have the opportunity to review the zoning. By general consensus, with
no vote taken, Council decided to bring forward the housekeeping issues now and send
the detailed issues to the Planning Commission for further review.

Leon Towarnicki, Director of Public Works, presented a historical review of the
Rives Road and Mulberry Road intersection. Approximately 6,000 vehicles pass
through this intersection daily, with approximately one percent being eighteen-wheel
truck traffic. Following a 1994 study, a traffic light has been installed at the intersection
and another traffic light will be installed at the intersection of Jefferson Circle, Spruce
Street, Mulberry Road, and Jefferson Street, within the next two months. Mr.
Towarnicki presented, also, proposals to completely correct the problem. By general
