February 26, 2002 <br />A regular, semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, was held on February 26, 2002, in Council Chamber of the Municipal Building, <br />beginning at 7:30 P. M., with Mayor Mark Crabtree presiding. Council Members present <br />included: Mark A. Crabtree, Mayor; M. Gene Teague, Vice Mayor; and Council <br />Members Bruce H. T. Dallas, J. Ronald Ferrill, and Terry L. Roop. <br /> <br /> Following the invocation and Pledge of Allegiance by Mayor Crabtree, he <br />welcomed everyone to the meeting. <br /> <br /> Council considered adoption of a Resolution authorizing the Mayor to execute an <br />Agreement with Henry County Public Service Authority (PSA) to amend the Water <br />Service Agreement between the City of Martinsville and the Henry County PSA. <br />Council Member Ferrill moved to adopt the Resolution as presented [Attachment A]; the <br />motion was duly seconded and carried by the following vote, with all members voting: <br />Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Council considered adoption of amendments to Policies and Procedures <br />Regarding Appointments to Boards and Commissions. Council accepted a friendly <br /> <br />amendment by Council Member Dallas to reword a General Criteria item regarding <br />community at-large representation. Council Member Dallas moved to adopt the Policies <br />and Procedures [Attachment B], as amended; the motion was duly seconded and <br />carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, <br />Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Council considered adoption of Ordinance 2001-6 amending Zoning Ordinance <br />Section X, District Regulations - Residential, R-6, R-9, and R-16 Districts. Council <br />Member Ferrill moved to adopt Ordinance 2001-6 [Attachment C], on second reading; <br /> <br /> <br />
