:208 <br /> <br />Januaw 10,2002 <br /> <br /> A work session meeting of the Council of the City of Martinsville, Virginia, was <br />held on January 10, 2002, in the Administrative Conference Room of the Municipal <br />Building, beginning at 10:00 A. M., with Mayor Mark Crabtree presiding and all <br />members of City Council in attendance except Vice Mayor M. Gene Tea§ue. City staff <br />in attendance were Earl B. Reynolds, Jr., City Manager; Wade Bartlett, Director of <br />Finance and General Services; Wayne Knox, Housing, Zoning, and Planning Manager, <br />and George Hayfield, Associate Planner. Guest presenters in attendance were Kathryn <br />Hayfield, Assistant Commissioner for Community Based Services, State Department of <br />RehalS'i'litative Services; Mar~ Hawkins, Disability Services Boards Program Manager; <br />Charles Bowman, Chairman, West Piedmont Disability Services Board and Sidney <br />Ratliff, Coordinator, West Piedmont Disability Services Board. The agenda for the <br />meeting consisted of two matters as follows: <br /> <br /> 1. Consideration of City Participation in the West Piedmont Disability Services <br /> Board: a detailed presentation of the statewide Disability Services Boards <br /> program was given by Ms. Hayfield followed by considerable discussion by the <br /> Council regarding local funding requirements and program benefits to Martinsville <br /> City residents. The matter was referred to Council's January 22nd agenda for <br /> official action. <br /> <br />2. Staff explanation of proposed amendment to the City's Zoning Ordinance: <br /> Wayne Knox and George Hayfield presented the recommendations that were <br /> coming from the City Planning Commission with regard to the creation of a R-5 <br /> floating zone to encourage the development of undersized lots within the City <br /> <br /> <br />
