Enclosure # { - <br /> April 18, 2002 <br /> <br /> A work session meeting of the Council of the City of Martinsville, Virginia, was <br />held on April 18, 2002, in the Administrative Conference Room of the Municipal <br />Building, beginning at 10:10 A. M., with Mayor Mark Crabtree presiding. The purpose of <br />the meeting was to discuss securing additional federal funding from Title IV-F <br />reimbursement for social service activities. Council Members present included: Mark <br />A. Crabtree, Mayor; M. Gene Teague, Vice Mayor; and Council Members Bruce H. T. <br />Dallas, J. Ronald Ferrill, and Terry L. Roop. <br /> <br /> Rich Wethington, Cost Accounting Manager, Virginia Department of Social <br />Services, presented an overview of the program. This reimbursement program began <br />in 1986 and is in its fourth year in Virginia. Title IV-E authorizes Federal financial <br />participation for three activities: maintenance (room, board, shelter, and supervision <br />related to foster care); adoption assistance; and payments necessary for the proper <br />administration of the IV-E state plan, including training and administration. Joyce <br />Grogan, Director, Henry-Martinsville Social Services Department, and Mark Sizemore, <br />of the Anchor Group Home, spoke in favor of the program. The County of Henry has <br />already signed on, and the County of Patrick is moving forward on it. By general <br />consensus, with no vote taken, Council agreed to place this topic on the next regular <br />meeting agenda. <br /> <br /> There being no further business to come before Council during their work <br />session meeting, upon motion by Council Member Dallas, duly seconded, by <br />unanimous vote, Mayor Crabtree declared the meeting adjourned at 11:35 A.
