Enclosure <br /> <br /> CITY OF MARTINSVILLE <br /> CITY COUNCIL <br /> <br /> POLICIES AND PROCEDURES REGARDING APPOINTMENTS TO <br /> BOARDS AND COMMISSIONS <br /> <br />Purpose: <br /> <br />This statement of policies and procedures for appointments to City Boards and Commissions is <br />intended to: (1) provide a broad cross-section of qualified individuals for service on Council's <br />appointed bodies; (2) provide an opportunity for participation in City affairs by interested citizens; <br />and (3) provide a means for full Council involvement in the selection process. <br /> <br />General Criteria to be Considered in Making Appointments: <br /> <br />The following criteria should generally be considered in making appointments. Because of <br />differences in the appointed bodies, however, the relative importance assigned to the various criteria <br />will vary with different appointments. <br /> <br /> 1. Experience and expertise in the subject matter; <br /> <br /> 2. Interest in the subject matter; <br /> <br /> 3. Balance of appointed body in terms of personal characteristics such as occupation, <br /> age, sex, ethnic and cultural diversity, and section of City residence; <br /> <br /> 4. Individual's ability to attend meetings of the appointed body; and <br /> <br /> 5. Willingness to serve. <br /> <br />Residency: <br /> <br />Although a City residency is preferred it is not required to serve on any board or commission, <br /> <br />except when: <br /> 1. <br /> 2. <br /> <br />Required by statute or Ci_ty policy, or <br /> <br />In the judgment of Council the interest of the City can best be served by a resident of <br />the Ci _ty. <br /> <br /> <br />
