Box 7 <br />Collinsville, VA 24078-0007 <br /> <br />Re: Water Line to City of Martinsville Transfer Station <br /> <br />Dear Steve: <br /> <br />As you are aware, the City intends to construct a solid waste transfer station on the City's landfill property <br />located north of Arden Circle (St. Rt. 968) off Clearview Drive. There is a need to provide a fire protection <br />sprinkler system for this facility that will require a 6" water service. <br /> <br />With PSA permission back in 1989, the City installed a 1" water line from the City's system at the end of <br />Tanglewood Drive to the landfill to serve the office trailer only. This line needs to be upgraded to 6". The old <br />!" line was not designed or intended to serve any other customers but, obviously, a 6" main would have that <br />capability, raising questions regarding future ownership, maintenance and service areas. After considering <br />options, I suggest that the most practical and simplest approach for both the City and PSA would be to extend the <br />City's service area within a corridor along Clearview Drive fi.om the end of Tanglewood to the City's landfill. <br />The proposed service area extension is shown on the enclosed marked copy of the 1982 Service Area Agreement <br />map. <br /> <br />The intent is to extend the City service area for a lot depth along Clearview Drive and Arden Circle as shown. <br />This area is now undeveloped, with the exception of two houses on Arden Circle that could be served by the City <br />(if they request). If any major development were to occur in this vicinity, but outside the designated corridor, <br />service could still be provided by the PSA offthe City's extended line. <br /> <br /> Since establishing the original service areas in 1982, there have been several boundary adjustments for practical <br /> reasons. The most recent was the transfer of service for the Pluma office property on Rt. 174 from the City to <br /> the PSA after a PSA line was installed close by. Earlier, service areas along Spruce St. were transferred from the <br /> PSA to the City after the City installed a new water main during road construction. A portion of that area was <br /> later transferred back to the PSA because of construction of a mobile home park that the City was reluctant to <br /> serve. The original service areas were adopted by City Council and the Authority Board as part of the 1982 <br /> Water Agreement.
