November 1,2001 <br /> <br /> A work session meeting of the Council of the City of Martinsville, Virginia, was <br />held on November 1, 2001, in the Administrative Conference Room of the Municipal <br />Building, beginning at 9:35 A. M., with Mayor Mark Crabtree presiding, to discuss the <br />pay and classification program. Council Members present included: Mark A. Crabtree, <br />Mayor; M. Gene Teague, Vice Mayor; and Council Members J. Ronald Ferrill and Terry <br />L. Roop. Council Member Bruce H. T. Dallas was absent. <br /> <br /> Clarence Monday made a presentation for the Compensation Committee, which <br />included the committee directives, composition, goals, and objectives; methodology; <br />pay plan recommendations and advantages/disadvantages of the proposal; other <br />recommendations; and the next steps/future. The recommendation is to change to <br />broadbanding. Earl B. Reynolds, Jr., City Manager, stated that this plan change would <br />require approximately two years to implement. Council discussed evaluation fairness <br /> <br />and the minimum and maximum <br />Resources Manager, reviewed <br />background, history, and overview of the new computerized form. <br />also, mid-point compensation comparisons and value of benefits. <br />that Staff prepare a recommendation for the next budget cycle. <br /> <br /> There being no further business to come before Council <br /> <br />parameters of broadbanding.
