October 23, 2001 <br /> <br />1. $200 donation from The Exchange Club of Martinsville into Revenue <br /> 01100908-480410 - Donations from Expenditure 01321102-506010 - <br /> Fire Prevention in the Fire Department's budget. <br />2. $9,730 from the State's Circuit Court Clerk Technology Trust Fund into <br /> Revenue 01101916-434705- Shared Expenses/Circuit Court Clerk for <br /> Expenditure 01216076-508207 - Circuit Court Clerk/ADP Equipment. <br />3. $57,855 from a State Grant for Transportation Study into Revenue <br /> 01101918-443201 - State Grant/Transportation Study for Expenditure <br /> 01913250-5031610 - General Expense/Transit Study. <br /> $25,509 from a DCJS Grant for a School Resource Officer into Revenue <br /> 01102925-436139 - DCJS/SRO Grant for Expenditure into 01311085- <br /> 501100 - Full Time Salary in the Police Department's budget. The City's <br /> match for the grant ($12,060) will be provided within the existing budget <br /> through attrition and by delaying the filling of vacant positions. <br />5. $1,457 from the State Comp Board into Revenue 01101916-434102 - <br /> Shared Expenses/Commonwealth's Attorney/Temp Help for Expenditure <br /> 01221082-501300 - Commonwealth's Attorney/Part-Time & Temp. <br />Make the following adjustments in the Water, Electric and Capital Reserve <br />Funds for FY2001-02 to fund the renovations to the Municipal Building, which <br />began last FY but extended into FY02. <br />1. Accept and appropriate in the Electric Fund $130,000 from 14103937- <br /> 462101 - Contribution from Fund Balance for Expenditure 14565340- <br /> 509270 - Transfer To Capital Reserve. <br />2. Accept and appropriate in the Water Fund $130,000 from 12103938- <br /> 462101 - Contribution from Fund Balance for Expenditure 12545320- <br /> 509270 - Transfer to Capital Reserve. <br />3. Accept in the Capital Reserve Fund: $130,000 into Revenue 16103937- <br /> 451520- Transfer from Water, $130,000 into Revenue 16103937-451540 <br /> - Transfer from Electric, and appropriate $260,000 for Expenditure <br /> 16577367-508140- Physical Plant Expansion/City Hall. <br /> <br />Council requested quarterly reports on recycling efforts. Council discussed <br /> <br />guidelines regarding citizens addressing Council meetings. City Manager Reynolds <br /> <br />announced a Council Work Session for Thursday, November 1, 2001, to discuss the <br /> <br />City pay and classification program. He reported, also, that Mr. Knox has been <br /> <br />awarded the first "State Spark Plug Award" by the Virginia Department of Housing and <br /> <br />Community Development. <br /> <br />Council considered the need to meet in Closed Session.
