Enclosure # 1-a <br /> <br />December 6, 2001 <br /> <br /> A work session meeting of the Council of the City of Martinsville, Virginia, was <br />held on December 6, 2001, in the Administrative Conference Room of the Municipal <br />Building, beginning at 10:05 A. M., with Mayor Mark Crabtree presiding, to discuss the <br />rental assistance program. Council Members present included: Mark A. Crabtree, <br />Mayor; and Council Members Bruce H. T. Dallas, J. Ronald Ferrill, and Terry L. Roop. <br />Vice Mayor M. Gene Teague was absent. <br /> <br /> Wayne D. P. Knox, Planning, Zoning, & Housing Manager, made a presentation <br />regarding the rental assistance program. Currently, the U. S. Housing & Urban (HUD) <br />Development works directly with the Virginia Housing Development Authority (VHDA) <br />before the City receives money for its clients and landlords. The VHDA is getting out of <br />housing voucher management, with the next round of agency transfers scheduled for <br />April 1, 2002, giving the City the opportunity to deal directly with HUD. The present <br />administration fee paid to the City by VHDA after the processing fee is $23.77 per case. <br />A direct payment from HUD would be between $34.96 and $37.46 per case. This <br />opportunity would provide an increase in City revenue, more local control, greater local <br />flexibility via administrative plan, a local advisory board, and vouchers kept locally. <br />There would be no interruption to current users. Council must adopt a Resolution <br />approving the transfers of rental assistance units from VHDA to HUD, scheduled for its <br />next meeting on December 11,2001. <br /> <br /> There being no further business to come before Council during their work <br /> session meeting, upon motion by Council Member Roop, duly seconded, by unanimous <br /> vote, Mayor Crabtree declared the meeting adjourned at 10:37 A.
