Enclosure #6 <br /> <br />Martinsville <br />A CITY WITHOUT LIMITS <br /> <br />November 15,2001 <br /> <br />The Honorable Mayor and City Council <br />City of Martinsville <br />Martinsville, Virginia <br /> <br />Dear Council Members: <br /> <br />The Planning Commission, at its regular meeting of November 15, 2001, conducted a <br />duly advertised Public Hearing on a request by Ellen S. Ward, for a special use permit for <br />the property at 319 Starling Avenue, known as parcel 43 02/C 23A on the Tax Map of the <br />City of Martinsville and located in a P-2 Professional District. <br /> <br />At the Public Heating it was noted the two-story mixed-use building has sufficient <br />parking for the temporary use proposed. The petitioner wishes to operate a children's <br />retail clothing business from the first floor of the 2-story building. There was objection <br />from an adjacent property owner who was concerned with the existing storage of items in <br />the rear yard of the building. <br /> <br />In order to assure compliance with Virginia Code 15.2-2200, it is stated that the public <br />purpose for which these Resolutions are initiated is to promote the public health, safety or <br />general welfare of its citizens and to Plan for the future development of the community. <br /> <br />Following evidence heard at the public hearing, the Planning Commission voted (3-2) to <br />recommend to City Council the special use permit be granted. <br /> <br />55 West Church Street P.O.
