Enclosure #5 <br /> <br />Martinsville <br />A CITY WITHOUT LIMITS <br /> <br />November l5,2001 <br /> <br />The Honorable Mayor and City Council <br />City of Martinsville <br />Martinsville, Virginia <br /> <br />Dear Council Members: <br /> <br />The Planning Commission, at its regular meeting of November 15, 2001, conducted a duly <br />advertised Public Hearing on a request by Bill Adkins to rezone property located at 203 Mineral <br />Street, known as parcel 33 (3) F/2 on the Tax Map of the City of Martinsville, from M-1 <br />Manufacturing to R-9 Residential. <br /> <br />At the Public Hearing it was noted the adjacent properties around this parcel are zoned M-1 and <br />M~2 Industrial and RP-1 Residential Professional. This area is designated as Industrial on the <br />Proposed Land Use Map of the Comprehensive Plan. The petitioner wishes to construct a single- <br />family residence on the 30,209 sq. foot lot belonging to Patrick Henry Farms Corporation. The <br />only negative response from adjacent property owners to the proposal was that it could be <br />considered spot zoning. <br /> <br />In order to assure compliance with Virginia Code 15.2-2200, it is stated that the public purpose <br />for which these Resolutions are initiated is to promote the public health, safety or general welfare <br />of its citizens and to plan for the future development of the community. <br /> <br />Following evidence heard at the public hearing, the Planning Commission voted (3-2) to defeat a <br />motion to approve the request. Therefore, the Planning Commission recommends denial of this <br />proposed rezoning. <br /> <br />55 West Church Street P.O.
