Enclosure #4 <br /> <br />MARTINSVILLE GOVERNMENT ACCESS CHANNEL <br /> OPERATING PROCEDURES <br /> <br /> MISSION <br /> <br />The Martinsville Government Access Channel ("The Channel") serves the Cable TV viewers of <br />Martinsville-Henry County by providing information about Municipal and School Division activities, <br />programs, and issues. <br /> <br /> BULLETIN BOARD POLICIES <br /> <br />The Channel is a municipal cable station serving Martinsville-Henry County cable TV viewers. Use of <br />the Channel's bulletin board is limited to local government departments, agencies, constitutional officers <br />and groups appointed by the City government. <br /> <br />REQUIREMENTS FOR POSTING ON THE BULLETIN BOARD <br /> <br />· The item must be sponsored or co-sponsored by a City department/agency <br /> The item must meet the mission statement for the Channel and be of interest to the viewers <br /> No political messages <br />· No commercial advertising <br />· No religious messages <br />· No o££en~iw language <br /> <br />GUIDELINES <br /> <br />Bulletin board messages must be approved in writing by the agency or department head prior to <br />submission <br />Items must be submitted at least ten (10) days before an event or activity <br />Messages must be submitted to the Public Information Officer on the official Bulletin Board Message <br />Form. All information on the Form must be provided. Allow three (3) days from submission for the <br />message to appear on the bulletin board. If the message is not approved, the Public Information <br />Officer will return the Form to the department/agency along with a reason why the message was <br />turned down. <br /> <br />PROGRAMMING PRODUCED BY OTHER SOURCES <br /> <br />The Channel may accept programming from outside sources. All programs must meet the mission <br />statement for the Channel. All programs must be previewed and approved prior to scheduling for <br />cablecasting Any program under consideration may be accepted as presented, may be turned down <br />completely, or may be given conditional approval. Conditional approval may be granted if a program has <br /> <br /> <br />
