De <br /> <br />refusal is not related to the contract. Portions of work completed and progress payments <br />will be based upon complete work items, not materials delivered to the project, start-up <br />costs, or partial completions. Payments to contractors for work performed will be made <br />within thirty (30) days of inspections. <br /> <br />Complaint and Appeal Procedures <br /> <br />Verbal complaints of any nature and by any party shall be documented and resolved by. <br />the Housing Rehabilitation Coordinator as informally and quickly as possible. Written <br />complaints received by the Housing Rehabilitation Coordinator or the City of <br />Martinsville will be resolved and documented in consultation with the Housing <br />Rehabilitation Program Board. The person making the complaint will be notified in <br />writing of the decision. All written complaints will be addressed within 15 days and <br />documentation retained for review. Barring a resolution of the complaint by the Board, <br />the complaint may be taken to the City Council where a non-legal resolution is final. To <br />go beyond this step, one will have to seek a legal remedy in the local court of jurisdiction <br />at one's own cost. <br /> <br />E. Lead-Based Paint <br /> <br />Lead-based paint may be found in dwellings constructed prior to 1978 and occupants of <br />such dwellings will be appropriately notified of this potential health hazard, which is <br />especially dangerous for children under the age of seven (7). If applicable, lead-based <br />paint abatement in compliance with Federal regulations will be included in the <br />rehabilitation writeup. <br /> <br />XI. CLIENT HOME MAINTENANCE EDUCATION <br /> <br />Occupants of each household receiving housing rehabilitation assistance must participate in a <br />City-sponsored housing maintenance education and training course. The purpose of the course is <br />to provide instruction in day-to-day use of home systems and routine maintenance, housekeeping <br />matters, and household budgeting. The program will include two booklets providing information <br />covering the three areas listed above, a tool kit, and house cleaning materials. The educational <br />program will include formal classes to disseminate information. Beneficiaries will be required to <br />participate in a formal educational program for maintenance following the completion of the <br />rehabilitation work under the following guidelines: <br /> <br />All households must have one adult present for the entire training session. <br />Elderly households of one or two persons may be exempted on an exception basis, <br />except for Home Systems training. <br />Houses receiving less than $10,000 in rehab repairs may be exempted on an exception <br />basis, except for Home Systems training. <br />No exemption for households receiving indoor plumbing assistance. <br /> <br />16 <br /> <br /> <br />
