Enclosure #3

September 21,2001

Martinsville
A CITY WITHOUT LIMITS

The Honorable Mayor and City Council
City of Martinsville
Martinsville, Virginia

Dear Council Members:

The Planning Commission, at its regular meeting on September 20, 2001, conducted a duly
advertised Public Hearing on a request to amend the City's Land Use Plan to indicate property
located at 200 Lester Street (Tax Map 23(2)2) be shown as Professional rather than the present
designation of Industrial. =

At the Public Hearing it was noted the Commission recently recommended a rezoning of this
property from M-1 Industrial to RP-1 Residential-Professional. This rezoning would allow
Citizens Against Family Violence to develop a facility for the relocation of emergency shelter
and associated buildings to accommodate battered and abused women. Such an amendment
would make the rezoning compatible with the Proposed Land Use Plan of the Comprehensive
Plan. No opposition was expressed to this proposed request. In order to assure compliance with
Virginia Code 15.2.2200, it is stated the public purpose for which this Resolution is initiated is to
improve the public health, safety, convenience, and welfare of the citizens and to plan for the
future development of the community.

Following discussion of the matter, the Planning Commission voted unanimously (6-0) to
recommend to City Council the Land Use Map be amended to Professional.

The Planning Commission respectfully submits the above recommendation for Council's further
consideration.

Sincerely,

James Barnett, Secretary

Wayne D. P. Knox
Planning, Zoning and Housing Manager

WDPK/btr

Cc: Ricky C. Hall, Chairperson
James Barnett, Secretary

55 West Church Street P.O.
