Enclosure #2 <br /> <br />Martinsville <br />A CITY WITHOUT LIh41TS <br /> <br />August27,200i <br /> <br />The Honorable Mayor and City Council <br />City of Martinsville <br />Martinsville, Virginia <br /> <br />Dear Council Members: <br /> <br />The Planning Commission, at its regular meeting of August 23, 2001, conducted a <br />duly advertised Public Hearing on a request by Virgia B. Hobson, to rezone <br />property located at 1009 Fayette Street, (known as parcel 30(06)0IA&01 on the <br />Tax Map of the City of Martinsville) from R-9 Residential to C-1A Commercial. <br /> <br />At the Public Hearing it was noted the current use of this property as a carwash <br />constitutes a pre-existing non-conforming use in a residential zone. To retain the <br />use as a carwash and add a new use as a small engine repair requires a <br />commercial zoning classification. The property is surrounded by properties zoned <br />R-6 Residential, R-9 Residential and C-lA Commercial. This area of Fayette <br />Street is already designated as Commercial on the Proposed Land Use Map of the <br />Comprehensive Plan. The proposed rezoning would allow sale of the property <br />and ultimately result in renovation of the deteriorating building. Parking is <br />provided in front of the property. Several property owners in the neighborhood <br />spoke at the public hearing. They had no concerns with the proposed use but <br />were very concerned that Fayette Street be zoned anything but residential. <br /> <br />In order to assure compliance with Virginia Code 15.2-2200, it is stated that the <br />public purpose for which these Resolutions are initiated is to promote the public <br />health, safety or general welfare of its citizens and to plan for the future <br />development of the community. <br /> <br />Following evidence heard at the public hearing, the Planning Commission voted <br />unanimously (6-0) to recommend to City Council the rezoning be granted. <br /> <br />55 West Church Street P.O.
