AGENDA
CITY COUNCIL MEETING
CITY OF MARTINSVILLE, VIRGINIA

Council Chambers - Municipal Building
7:30 P.M. - Tuesday, July 24, 2001

II.

III.

IV.

Invocation - Council Member Bruce H.T. Dallas

I. Consider approval of the minutes of City Council's meetings of July
5-6 and 10, 2001. (See Enclosure #1-a and #l-b)

COMMENTS: The Clerk hopes to have the minutes prior to your
meeting.

Recognition of citizens who have served on various City Boards and
Commissions. (See Enclosure #2)

Business from the floor.

Consider approval of Piedmont Community Services' FY2001-02
Performance Contract with the Virginia Department of Mental
Health, Mental Retardation and Substance Abuse Services.
(See Enclosure #3)

COMMENTS: This is an annual requirement by the State. Due to
the volume of the document, we are only including some summary
sheets. If you desire to see the complete document it will be in the
City Manager's Office. Mr. Jim Tobin, Executive Director of PCS,
will be Present to answer any questions.

Consider adoption of a Resolution requesting the Virginia General
Assembly to support local government efforts to address tele-
communications needs. (See Enclosure #4)

COMMENTS: As you are aware, the 1998 and 1999 General
Assembly passed legislation prohibiting all but one locality in
Virginia from providing telecommunication services or partnering
with private telecommunication firms to provide such needed
services, even when no private firm would provide such services.
Since this is such an important need for our area and the City has
already invested in a fiber-optic system for City operations, it
would benefit the City to be able to provide these services to
others. It would also provide an incentive for economic develop-
ment of our area, therefore, we recommend that Council adopt this
Resolution as prepared.
