June 18, 2001 <br /> <br /> A special meeting to review Henry County's proposal for a joint economic <br />development effort of the Council of the City of Martinsville, Virginia, was held on June <br />18, 2001, in Council Chamber of the Municipal Building, beginning at 12:02 P. M., with <br />Mayor Mark Crabtree presiding. Council Members present included: Mark A. Crabtree, <br />Mayor; M. Gene Teague, Vice Mayor; and Council Members Bruce H. T. Dallas, J. <br />Ronald Ferrill, and Terry L. Roop. <br /> <br /> Mayor Crabtree presented an overview of the history of the Martinsville-Henry <br />County Economic Council and read the terms of the County's proposal. He added that <br />Council does not agree on the fiscal agent and board composition. Council Member <br />Ferrill stated that he is frustrated with the adversarial relationship and asked citizens to <br />let him know why there are bad relations between the City and County. He added that <br />he remains hopeful that an agreement can be reached. Council Member Roop stated <br />that he appreciated the efforts of the Mayor and Vice Mayor of going to meetings and <br />reporting back, despite them being "beaten up" by it. He added that the Patrick Henry <br />Development Council (PHDC) was doing everything they could do with what they were <br />given. Vice Mayor Teague stated that his concern was that no one, except for the <br />County, had input into the proposal, such as the City, the PHDC, the Chamber of <br />Commerce, or the citizens. He added that the City offered to meet on four different <br />occasions before the proposal presentation, but the County declined and moved <br />forward. He said that Council's concerns at this time are the same ones as of March <br />14, 2001, at the second negotiating team meeting. Regarding the cost of the fiscal <br />agent, Vice Mayor Teague stated that it is his conclusion that cost is not an issue and <br />would be cheaper to stay with the PHDC.
