May 8,2001 B. Set a Public Hearing for May 22, 2001, on the following: 1. A request from Shelton H. Blackwell, Jr., to rezone the property located at 603 East Church Street (known on the Tax Map of the City as 34(3G)17R), from R-9 Residential to P-2 Professional. 2. The conveyance of City-owned real property (22 East Church Street-formerly known as Tultex) to the Industrial Development Authority of the City of Martinsville, Virginia. Council considered completion of its review of the Public Works Department. Leon Towarnicki, Public Works Director, reviewed solid waste operations, consisting of refuse collection, landfill operation, and landfill gate operation. He also presented a department summary of major projects and issues. Council addressed the following to Earl B. Reynolds, Jr., City Manager, for follow-up: the effect the new Barrows Mill Road entrance to the Patriot Centre will have on traffic; Water and Electric Departments submit effi~ciency review information to Council like the other departments; City Manager's Office submit efficiency review information to Council like the other departments; check with the State regarding building a reserve fund to repair the Starling Avenue Bridge; notify Council of VDOT [Virginia Department of Transportation] allocation hearings in Salem; copies of the VDOT 6-year plans; Police Chief Mike Rogers look at selling the police department's motorcycles; and if the City requires useable exits in housing units. Council considered the need to meet in Closed Session. In accordance with Section 2.1-344 (A) of the Code of Virginia (1950, and as amended) and upon motion by Council Member Ferrill, duly seconded, and by unanimous recorded vote, Council convened in Closed Session, for the purpose of discUssing the following matters: A. Appointment to the Industrial Development Authority Board, as authorized by Subsection 1. B. Consultation with legal counsel, as authorized by Subsection 7.
