May 8,2001 <br /> <br /> B. Set a Public Hearing for May 22, 2001, on the following: <br /> 1. A request from Shelton H. Blackwell, Jr., to rezone the <br /> property located at 603 East Church Street (known on the <br /> Tax Map of the City as 34(3G)17R), from R-9 Residential to <br /> P-2 Professional. <br /> 2. The conveyance of City-owned real property (22 East <br /> Church Street-formerly known as Tultex) to the Industrial <br /> Development Authority of the City of Martinsville, Virginia. <br /> <br />Council considered completion of its review of the Public Works Department. <br /> <br />Leon Towarnicki, Public Works Director, reviewed solid waste operations, consisting of <br /> <br />refuse collection, landfill operation, and landfill gate operation. He also presented a <br /> <br />department summary of major projects and issues. Council addressed the following to <br /> <br />Earl B. Reynolds, Jr., City Manager, for follow-up: the effect the new Barrows Mill Road <br /> <br />entrance to the Patriot Centre will have on traffic; Water and Electric Departments <br /> <br />submit effi~ciency review information to Council like the other departments; City <br />Manager's Office submit efficiency review information to Council like the other <br /> <br />departments; check with the State regarding building a reserve fund to repair the <br />Starling Avenue Bridge; notify Council of VDOT [Virginia Department of Transportation] <br />allocation hearings in Salem; copies of the VDOT 6-year plans; Police Chief Mike <br />Rogers look at selling the police department's motorcycles; and if the City requires <br />useable exits in housing units. <br /> <br /> Council considered the need to meet in Closed Session. In accordance with <br />Section 2.1-344 (A) of the Code of Virginia (1950, and as amended) and upon motion <br />by Council Member Ferrill, duly seconded, and by unanimous recorded vote, Council <br />convened in Closed Session, for the purpose of discUssing the following matters: <br /> <br /> A. Appointment to the Industrial Development Authority Board, as <br /> authorized by Subsection 1. <br /> B. Consultation with legal counsel, as authorized by Subsection 7. <br /> <br /> <br />
