97

June 18,2001

control, just fairness. Council Member Dallas stated that the problem is not with the
community but with one or two individuals. He added that he is tired of giving - it is time
for someone else to give. Earl B. Reynolds, Jr., City Manager, stated that contingency
plans do exist to include economic development efforts. Council Member Ferrill moved
for Staff to draft and transmit a response letter with the following points: a common
ground was found, except for the fiscal agent and board composition; if an agreement is
not reached, the City and County remain friends, and Council would concur with a
Resolution of Dissolution; and other opportunities for cooperation should not be affected
by this situation. The motion was duly seconded and carried by the following vote, with
all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Ferrill, Roop, Teague;
Nays (0) - None.

There being no further business to come before Council during their special
meeting, upon motion by Vice Mayor Teague, duly seconded, by unanimous vote,
Mayor Crabtree declared the meeting adjourned at 12:50 P. M.

Johnathan B. Phillips
Clerk of Council

Mark A. Crabtree ,
Mayor
