Enclosure #1-d <br /> 84 <br /> May 31,2001 <br /> <br /> A work session meeting to review the Fiscal Year 2001-2002 Proposed Budget of <br />the Council of the City of Martinsville, Virginia, was held on May 31, 2001, in Council <br />Chamber of the Municipal Building, beginning at 9:38 A. M., with Mayor Mark Crabtree <br />presiding. Council Members present included: Mark A. Crabtree, Mayor; M. Gene <br />Teague, Vice Mayor; and Council Members Bruce H. T. Dallas, J. Ronald Ferrill, and <br />Terry L. Roop. <br /> <br /> Joyce Grogan, Director of Henry-Martinsville Social Services, reviewed her <br />budget request, stating that it is level funding. She discussed, also, the Able Bodied <br />Adults Without Dependents (ABAWD) program. It was rescinded in December 1999, <br />and she asked to have it reinstated. Vice Mayor Teague moved to authorize the Mayor <br />to execute an agreement to reinstate the ABAWD; the motion was duly seconded and <br />carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, <br />Dallas, Ferrill, Roop, Teague; Nays (0) - None. Council Member Dallas moved to direct <br />Staff to send a letter to Congressman Virgil Goode requesting an increase in fuel <br />assistance; the motion was duly seconded and carried by the following vote, with all <br />members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Ferrill, Roop, Teague; Nays <br />(0) - None. <br /> <br /> Gene Richardson, Electric Department Manager, presented his program review <br />and reviewed his budget request. He stated that no "black outs" or "brown outs" are <br />expected in the City. <br /> <br /> John Dyches, Water Resources Director, presented his program review and <br />reviewed his budget request. Council discussed changes in regulations and guidelines, <br />pipe. stability, sewer capacity, and water supply. <br /> <br /> <br />
