Enclosure #2 <br /> <br />Martinsville <br />A CITY WITHOUT LIMITS <br /> <br />April 27, 2001 <br /> <br />The Honorable Mayor and City Council <br />City of Martinsville <br />Martinsville, Virginia <br /> <br />Dear Council Members: <br /> <br />The Planning Commission, at its regular meeting of April 26, 2001, conducted a duly <br />advertised Public Hearing on a request by the City of Martinsville to rezone property <br />located at 603 E. Church Street, (known as parcel 34(3G)17R on the Tax Map of the City <br />of Martinsville) from R-9 Residential to P-2 Professional. <br /> <br />At the Public Hearing it was noted the area around this parcel is increasingly becoming <br />either professional or commercial. Within the one-block area, 13 out of 24 parcels are <br />already zoned for these two uses, while the remainder is residentially zoned. The proposed <br />rezoning is in keeping with the trend toward the reuse of structures for professional or <br />commercial use. This block of E. Church Street is already designated as Professional on <br />the Proposed Land Use Map of the Comprehensive Plan. Sufficient parking is currently <br />provided in the rear of the property. City Staff shall approve any future parking revisions <br />that would affect the fi'ont yard. There was no response fi.om the public to this proposal. <br /> <br />In order to assure compliance with Virginia Code 15.2-2200, it is stated that the public <br />purpose for which these Resolutions are initiated is to promote the public health, safety or <br />general welfare of its citizens and to plan for the future development of the community. <br /> <br />Following evidence heard at the public hearing, the Planning Commission voted <br />unanimously (3-0 with one member not participating due to a conflict of interest) to <br />recommend to City Council the rezoning be granted. <br /> <br />55 West Church Street P.O.
