Enclosure #1-c <br /> May 14, 2001 <br /> <br /> A work session meeting, with the City School System, to review the Fiscal Year <br />2001-2002 Proposed Budget of the Council of the City of Martinsville, Virginia, was held <br />on May 14, 2001, in Council Chamber of the Municipal Building, beginning at 7:02 P. <br />M., with Vice Mayor Gene Teague presiding. Council Members present included: M. <br />Gene Teague, Vice Mayor, and Council Members Bruce H. T. Dallas, J. Ronald Ferrill, <br />and Terry L. Roop. Mark A. Crabtree, Mayor, was away from the City. School Board <br />Members present were: Joseph E. Finley, Bernie F. Gray, Jr., Cynthia W. Ingram and <br />Elizabeth R. Sibbick--Absent was Charles W. Davies, Jr. <br /> <br /> Following the invocation, Vice Mayor Teague welcomed everyone to the meeting <br />and presented an overview of the budget process. Council Member Roop stated, "We <br />will do everything to ensure that the budget is fair to taxpayers. We must remember <br />that this is one city. Sometimes we're criticized unfairly before we've had a chance to <br />review something." Council Member Dallas stated, 'Tm a staunch believer that raises <br />should come from the fund balance." Council Member Ferrill stated, "The School <br />System is one part of the City." Vice Mayor Teague stated, "This is a big task, <br />especially with the economic state." <br /> <br /> Ira Trollinger, School Superintendent, presented a budget overview, including <br />school renovation, technology, personnel, current expense items, and salary <br />improvements. Dr. Trollinger stated, 'Tve worked in seven different communities. The <br />efforts of this Council towards education are the most supportive." He also remarked <br />about new and future programs, including "Minds in Motion" with the fourth grade, <br />international baccalaureate, and a regional governor's school.
