Both Mr. Brock and Mr. Carter were successful <br /> in maneuvering the victim back~'~'hrough the toxic smoke and to the <br /> exterior of the building. <br /> WHEREAS, through the heroic and courageous actions of these <br /> citizensTMr. Deal~was traqsf~erred to the local hospital where he is <br /> expected to make a full recovery; now, therefore, <br /> BElTsRESOLVED by the Council of the City of Martinsville, Virginia, :,,.' <br /> assembled this 22nd day ';~f MaF~;h 2001, that said Council does <br /> hereby recognize Joseph C!_a___rk Brock and Dennis Lamont Carter on <br /> the occasion of this award as local heroes, and expresses its <br /> sincere appreciation for their commitment to personal safety and for <br /> making the City of Martinsville a better place to live, work, and raise <br /> a family. <br /> <br /> Ward Armstrong, of the Virginia Hous~6f Delegates, stated, "1 felt that this event <br />should not be without the General Assembly. This was truly an act of heroism, an act of <br /> <br />bravery." Mr. Armstrong presented Resolutions, along with Council, to Mr. Brock and <br /> <br />Mr. Carter. <br /> <br />Chief Brock, along with Assistant Chief Clarence Monday, distributed handouts <br /> <br />and discussed the mission statement, organizational charts and personnel assignments, <br /> <br />and the fire suppression and emergency medical services divisions. <br /> <br />Council considered the need to meet in Closed Session. In accordance with <br /> <br />Section 2.1-344 (A) of the Code of Vir.ainia (1950, and as amended) and upon motion <br /> <br />by Council Member Roop, duly seconded, and by unanimous recorded vote, Council <br /> <br />convened in Closed Session, for the purpose of discussing the following matter: <br /> <br />A. Appointment to the Patrick Henry Development Council, as authorized by <br /> Subsection 1. <br /> <br />At the conclusion of this Closed Session, each member of Council certified that <br /> <br />(1) only public business matters exempt from open meeting requirements were <br />discussed in said Closed Session; and (2) only that business matter identified in the <br /> # <br /> <br /> <br />
