February 20, 2001 <br /> <br /> A work session meeting of the Council of the City of Martinsville, Virginia, was <br /> held to review the programs of Community Development and Leisure Services on <br /> February 20, 2001, in the Administrative Conference Room of the Municipal Building, <br /> beginning at 5:23 P. M., with Mayor Mark Crabtree presiding. Council Members present <br /> included: "Ma~'k A. Crabtree, Mayor; M. Gene Teague, Vice Mayor; and Council <br /> Members Bruce H. T. Dallas, J. Ronald Ferrill, and Terry L. Roop. <br /> <br /> Wayne Knox, Planning, Zoning, & Housing Manager, reviewed Southside Block <br />Grant, Academy Place Planning Grant, and transit study. Tom Harned, Assistant to the <br />City Manager for Development, reviewed Rails to Trails. Mr. Knox stated, "If certain <br />programs were eliminated, it wouldn't necessarily save money." Council Member Roop <br />stated, "There's a fine line to not perpetuate jobs through grants." Vice Mayor Teague <br />asked if other areas of need could be identified and prioritized. Council Member Dallas <br />asked, "Why do we handle rental properties for Henry and Patrick Counties? Do we <br />pay for it?" Mr. Harned, "lt's a regional agreement. We break even." <br /> <br /> Betsy Pace, Senior Center Coordinator, reviewed transportation and recreation <br />services. Ms. Pace stated, "We are a subcontractor of transportation for the Southern <br />Area Agency on Aging. Our total operating costs for transportation is $47,989. We will <br />probably reach 300 unduplicated persons 60 years of age and older with 12,000 one- <br />way trips and 22 unduplicated persons under 60 years of age. The total operating costs <br />for recreation is $24,222.00. We have served 585 unduplicated persons 50 years of <br />age and older. I don't even want to think about the consequences if either program was <br />cut. The health and safety of the senior citizens would decline drastically." <br /> <br /> <br />
