February 8, 2001 <br /> <br /> A work session meeting of the Council of the City of Martinsville, Virginia, was <br /> held to review the program of Community Development on February 8, 2001, in the <br /> Administrative Conference Room of the Municipal Building, beginning at 10:10 A. M., <br /> with Mayor Mark Crabtree presiding. Council Members present included: Mark A. <br /> Crabtree, Mayor; M. Gene Teague, Vice Mayor; and Council Members Bruce H. T. <br /> Dallas, J. Ronald Ferrill, and Terry L. Roop. <br /> <br /> Council Member Roop stated, "My goal is to understand and provide the citizens <br />with information about programs and services and the costs of such. I hope to leave <br />each time with costs that Council may reduce as appropriate." Vice Mayor Teague <br />replied, "This is part of our strategic plan." Council Member Ferrill added, "This is a <br />good opportunity to review what we're doing." <br /> <br /> Earl B. Reynolds, Jr., City Manager, stated, "One of the most important things for <br />people to understand is that government is difficult. As an incorporated municipality, the <br />charter requires that we provide certain services. As the City Manager, I only control <br />the departments which compose the General Government, which accounts for only <br />45.5% or $11,056,861 of the entire General Fund budget. The amount of funding <br />devoted to education in the General Fund is $7,215,888 or 29.7%." <br /> <br /> Tom Harned, Assistant to the City Manager for Development, distributed <br />handouts and reviewed the organization chart, vehicle list, and economic development. <br />Council Member Roop asked, "Citizens are concerned about how many vehicles we <br />have. Is it more cost-effective than mileage reimbursement?" Mr. Harned replied, "The <br />vehicle costs are approximately one-third of the mileage reimbursement cost.
