April 10, 2001 <br /> <br />55 <br /> <br />Transfer of $30,201 to pay for the City's share of Virginia <br />Tech's "Proposal to Study Henry and Patrick Counties to <br />Determine the Options for LMDS Service" regarding wireless <br />communication that the City Council previously agreed to <br />participate in, as follows: <br />1. Increase the Refuse Fund FY2000-2001 Budget by <br /> $30,201 from Expenditure 09425302-509205 - <br /> Transfer to General Fund to Revenue 09103938- <br /> 462101 - Contribution from Fund Balance. <br />2. Increase the General Fund FY2000-2001 Budget by <br /> $30,201 to Revenue 01103937-451510 - Transfer <br /> from Refuse Fund to Expenditure 01913250-503149 - <br /> Wireless Technology. <br /> <br />Council Member Roop voiced a concem regarding a recent article in the <br /> <br />Martinsville Bulletin about the position of Assistant City Manager. He continued with a <br /> <br />request for Council to review the entire City management structure before this position <br /> <br />is filled. City Manager Reynolds replied by stating that it will be part of the budget <br /> <br />process and that he has no plans to fill the position until after the budget process. <br /> <br />Council considered adoption of a Resolution authorizing the preparation and <br /> <br />filing of an application for Community Improvement Grant Funds through the Small <br /> <br />Cities Virginia Community Development Block Grant Program for the ~R. P. Thomas <br /> <br />Neighborhood. Mr. Knox stated that this is the last step in the application process. He <br /> <br />added that this is the desire of the neighborhood citizens and that it will not slow up the <br /> <br />Southside CDBG project. Vice Mayor Teague moved to adopt the following Resolution; <br />the motion' was duly seconded and carried by the following vote, with all members <br /> <br />voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Ferrill, Roop, Teague; Nays (0) - None: <br /> <br />WHEREAS, the City of Martinsville has participated in the Small <br />Cities Community Development Block Grant (CDBG) Program as <br />administered by the Virginia Department of Housing and <br />Community Development by undertaking a Planning Grant study of <br />the R.P. Thomas Neighborhood; and <br /> <br /> <br />
