Enclosure #3

Martinsville
A CiTY WITHOUT LIMITS

March 26, 2001

The Honorable Mayor and City Council
City of Martinsville
Martinsville, Virginia

Dear Council Members:

The Planning Commission, at its regular meeting on March 22, 2001, conducted a
duly advertised Public Hearing on a request by the City of Martinsville to amend
the Proposed Land Use Map of the Comprehensive Plan. This amendment would
designate the area on the east side of the extension of Independence Drive, (more
specifically to be known as 47(1)10,11, and aportion of 12 on the Tax Map of the
City of Martinsville) be shown on the Proposed Land Use Map of the
Comprehensive Plan as Medium Density Residential rather than the present
designation of Industrial. Such a change would make the rezoning of these three
parcels to R-6 Residential, compatible with the Land Use Plan.

At the Public Hearing it was noted the adjacent properties along Independence
Drive are designated Medium Density Residential. No opposition was expressed
to this proposed request. In order to assure compliance with Virginia Code 15.2-
2204, it is stated that the public purpose for which these Resolutions are initiated
is to promote the public health, safety or general welfare of its citizens and to plan
for the future development of the community.

Following consideration of the evidence heard at the public hearing, the Planning
Commission voted unanimously (6-0) to recommend to City Council that this
amendment to the Proposed Land Use Map be granted.

55 west Church Street P.O.
