Enclosure #2

Martinsville
A CITY WITHOUT LIMITS

March 26,2001

The Honorable Mayor and City Council
City of Martinsville
Martinsville, Virginia

Dear Council Members:

The Planning Commission, at its regular meeting on March 22, 2001, conducted a
duly advertised Public Hearing on a request by the City of Martinsville to rezone
(3) three parcels (10, 11 and a portion of 12) in the Deerfield Acres Subdivision
(Stage C), located at the end of the proposed extension of Independence Drive, (to
be known on the Tax Map as Section 47(1)10, 11, 12)from M-2 Industrial to R-6
Residential.

At the Public Hearing it was noted that as a part of the extension of Independence
Drive and expansion of Deerfield Acres, it is necessary to rezone the three comer
lots of the proposed twenty-lot development. This will bring the entire
development in conformance with the Zoning Ordinance. The adjacent properties
on either side of Independence Drive are currently zoned R-6 Residential. No
opposition was expressed to this proposal.

In order to assure compliance with Virginia Code 15.2-2204, it is stated that the
public purpose for which these Resolutions are initiated is to promote the public
health, safety or general welfare of its citizens and to plan for the future
development of the community.

Following evidence heard at the public hearing, the Planning Commission voted
unanimously (6-0) to recommend to City Council that the rezoning be granted.

55 west Church Street P.O.
