WHEREAS, through the heroic and courageous actions of these citizens, Mr. Deal was transferred to the local hospital where he is expected to make a full recovery; now, therefore, BE IT RESOLVED ~bdy the Council of the City of Martinsville, Virginia, assembled this 22" day of March 2001, that said Council does hereby recognize Joseph Clark Brock and Dennis Lamont Carter on the occasion of this award as local heroes, and expresses its sincere appreciation for their commitment to personal safety and for making the City of Martinsville a better place to live, work, and raise a family.
