Reynolds, Jr., City Manager <br /> <br />FROM: <br /> <br />Leon Towamicki, Director Public Works <br /> <br />SUBJECT: Recycling <br /> <br />Background <br /> <br />For a number of years, the City participated with two local grocery stores, Kroger's and Harris <br />Teeter, in providing a location and shared expenses for the operation of two unmanned drop-off <br />sites for recyclable materials. Each of these sites was provided with three containers; one <br />combination container for aluminurn/bi-metal cans and newspaper, one container for plastics, <br />and one container for glass. The arrangement that existed provided for the stores paying the <br />monthly rental fee for the containers and the City paying the hauling or emptying fee, with the <br />City receiving reimbursement for the value of any of the materials. Several years ago as <br />Kroger's moved from the south side of Commonwealth Boulevard to the present location on the <br />north side of Commonwealth Boulevard, recycling service was terminated in conjunction with <br />Kroger's due to the need for parking at the new location. The site at the Harris-Teeter store on <br />Brookdale Road continued until last spring, when our office was advised by Waste Management <br />in Roanoke that they could no longer provide this service for the City of Martinsville. The drop <br />off containers were removed shortly thereafter and no City sponsored recycling has occurred <br />since that time. Several organizations throughout the community have and continue to collect <br />cans and newspaper. <br /> <br />Current Efforts <br /> <br />In an effort to resume the service, I have made numerous contacts with Waste Management's <br />office in Madison, NC, and in summary, there does not appear to be a great deal of interest in <br />providing recycling service from the North Carolina direction. In my last conversation with WM <br />on Monday, March 5th, they indicated they have several trailer mounted recycling bins (much <br />smaller than the containers previously used), that are available. The rental fee for these <br />containers will be $50 per month per container and the haul fee to either their Winston-Salem <br />materials recovery facility, or to Roanoke will be in the range .of $265 to $270, per occurrence. <br />The fees previously paid by the City for the drop-off boxes were $90 rental per container per <br />month, and a haul fee of $198 per container. <br /> <br />Several days ago, Jeff Joyce and I met with Mr. Johnny Webb of Speedweigh Recycling here in <br />Martinsville (Stultz Road) to see if there were any opportunities to work with a local vendor. <br />Based on our conversation, Speedweigh Recycling is willing to provide the following: <br /> <br />55 West Church Street P.O.
