Enclosure #4

Martinsville
A CITY WITHOUT LIMITS

DATE:

February 28, 2001

TO:

Earl B. Reynolds, Jr., City Manager

FROM:

Leon Towarnicki, Director of Public Works

SUBJECT: Changes to Street Mileage Eligible for Maintenance Payments

Attached is a copy of VDOT form U-1 that is used to request additions or deletions to street
mileage eligible for State maintenance payments. As noted, the request is to: add the extension
of Blankenship Road, and the new construction of Pebble Road and Stoney Court, and: to delete
a short section of Moss Street in front of Virginia Mirror that was abandoned last year to make
room for an employee parking lot and also the section of Townes Street from Franklin Street to
the dead end (abandonment approved by Council at the February 27, 2001 meeting). The net
effect of these changes if approved by VDOT will be to increase the City's local/collector
centerline street mileage by 0.46 miles, from 77.57 to 78.03 miles, and the corresponding lane
mileage by 0.92 miles from 155.95 to 156.87 miles. The City's arterial centedine and lane
mileage will remain unchanged at 21.68 miles and 63.60 miles, respectively. Based on the
current maintenance payment rate of $7,233 per collector/local lane mile and $12,3 19 per arterial
lane mile, the City's annual reimbursement from the State would increase by $6,654 from
$1,911,475 to $1,918,129.

In accordance with VDOT requirements regarding additions to street mileage, it is necessary that
form U-1 be sent, along with subdivision references, street maps, and a Council resolution to the
Resident Engineer's office prior to April 1 in order to be considered for approval for the
upco.ming fiscal year. In accordance with this procedure, this is to request that this matter be
placed on the agenda for the March 13th City Council meeting.

LET

C:~ly Documents~treetsXStreets 2001XMaintenance Payment Changes.doe

55 West Church Street P.O.
