November 28, 2000 <br /> <br />the Stultz Road/V-C Drive area, consisting of 196 acres combined." Vice Mayor Teague <br /> <br />asked, "Is this temporary?" Mr. Whitlow replied, "The first zone is maxed out. This <br />would allow an 'opportunity for a sub-zone." Mayor Crabtree declared the Public <br /> <br />Hearing open. With no response, he declared it closed.: Vice Mayor Teague moved to <br />adopt the following Resolution; the motion was duly seconded and carried by the <br /> <br />following vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Ferrill, <br /> <br />Roop, Teague; Nays (0) - None~ <br /> <br />WHEREAS, the Commonwealth of Virginia has designated <br />selected areas for economic growth and revitalization under the <br />Enterprise Zone Program; and <br />WHEREAS, in 1996 the City of Martinsville and Henry County were <br />awarded a joint Enterprise Zone; and <br />WHEREAS, the Enterprise Zone designation has played a vital role <br />in promoting the expansion of existing firms as well as the location <br />of new firms within Martinsville & Henry County; and <br />WHEREAS, the Enterprise Zone incentives have significantly <br />contributed to the area's marketing efforts through which a number <br />of jobs have been created to offset jobs lost due to plant closures, <br />downsizing, modernization, and other factors affecting the local <br />economy; and <br />WHEREAS, a second Zone would allow for expanded coverage of <br />the Enterprise Zone Program in Martinsville and Henry County, <br />thereby promoting continued economic growth; and <br />WHEREAS, the recent actions of the Governor and General <br />Assembly expanded the number of Enterprise Zones allowing <br />communities to apply for additional zones; and <br />WHEREAS, the City of Martinsville and Henry county have <br />experienced significant job losses over the past two years and <br />continues to have above state average unemployment rates; and <br />WHEREAS, the City of Martinsville intends to apply for a'second <br />Enterprise Zone designation jointly with the County of Henry, and <br />held a public hearing on November 28, 2000, as required by the <br />Enterprise Zone regulations: now therefore, <br />BE IT RESOLVED by the Council of the City of Martinsviile, <br />Virginia, in regular session assembled November 28, 2000, that it <br />does hereby authorize the City Manager to submit all information <br />needed to apply for joint Enterprise Zone designation with Henry <br />County through the Virginia Department of Housing and Community <br /> <br /> <br />
