At the Public Hearing it was noted the majority of the properties adjacent to this proposed abandonment is owned by the petitioner. Three residual lots from the construction of Commonwealth Boulevard are owned by the City. The purchase of the former Tultex building located off Franklin Street has created an oppommity for new businesses and further economic growth within the City of Martinsville. The prospect of additional business activity requires the need for additional parking to serve these new customers and business people. The abandonment and closing of this street will allow the owners ;better exposure to their development by lowering the elevation of the property along Liberty Street and Commonwealth Boulevard, as well as creating additional parking. In order to assure compliance with Virginia. Code 15.2-2200, it is stated that the public purpose for which these Resolutions are initiated is to fulfill the requirements of public necessity, convenience, and general welfare.
